The printer worked and all is well. THe local print spooler service is not running. The applet that opens shows all registered services, including the spooler. My efforts to circumvent the print restriction must have caused the problems.
No IE 9 installed. When deleting the files there were 29 (files) that I could not delete so I skipped them. Any more ideas? Changing the recovery option for subsequent failures in the service properties resulted in high CPU utilization from "spoolsv.exe".
